Abstract
En esta investigación se realiza un análisis del Desarrollo Alternativo (DA) como parte de la estrategia antidrogas, a partir de tres ámbitos o enfoques: a) valoración del diseño e implementación del DA por parte de las familias participantes de la política, b) análisis de las motivaciones para el ingreso a los cultivos ilícitos y al DA, del mismo modo, que las motivaciones para la permanencia en la legalidad, y c) análisis de la influencia del DA sobre el desplazamiento forzoso en el municipio de Tumaco Nariño. Para ello, en el primer y segundo objetivo se usó una técnica de análisis cualitativo, a partir de la realización de entrevistas semiestructuradas, a participantes del DA, mientras que en el tercer objetivo se usa una técnica de análisis cuantitativo, basada en el método de Diferencias en Diferencias (DID). Identificando que, el fortalecimiento socio empresarial y las buenas relaciones con el personal técnico asistencial son factores Positivos del DA, pero los retrasos en el cronograma de proyectos productivos y de seguridad alimentaria, y la ausencia de apoyo a la comercialización constituyen factores Negativos. Por otro lado, se establece que, el ingreso a los ilícitos es una decisión de supervivencia económica, sin embargo, el abandono del ilícito y la permanencia en la legalidad es una decisión de búsqueda de bienestar familiar y de subsistencia comunitaria. Finalmente, se identifica un incremento en el número promedio de desplazamientos anuales en Tumaco de 541 personas por cada 10.000 habitantes, en comparación con el grupo control.

In this research, an analysis of Alternative Development (AD) is carried out as part of the anti-drug strategy, based on three areas or approaches: a) assessment of the design and implementation of the DA by the families participating in the policy, b) analysis of the motivations for entering illicit crops and the DA, in the same way as the motivations for remaining legal, and c) analysis of the influence of the DA on forced displacement in the municipality of Tumaco Nariño. To do this, in the first and second objectives a qualitative analysis technique was used, based on semi-structured interviews with DA participants, while in the third objective a quantitative analysis technique was used, based on the method of Differences in Differences (DID). Identifying that the strengthening of the business partner and the good relations with the technical assistance personnel are Positive factors of the DA, but the delays in the schedule production projects and food security, and the absence of support for marketing are negative factors. On the other hand, it is established that, entering the illegal is a decision of economic survival, however, the abandonment of the illegal and the permanence in the legality is a decision to search for family well-being and community subsistence. Finally, an increase in the average number of annual displacements in Tumaco of 541 people per 10,000 inhabitants is identified, compared to the control group.
