Abstract
Muchos de los casos de reclutamiento forzado por parte de grupos armados ilegales tanto en la zona rural, como urbana en Colombia, se generan bajo la mirada impotente de las instituciones educativas, ya que, se encuentran desprovistos de las herramientas necesarias para mitigar este riesgo. No obstante, Colombia por razones del conflicto armado dispone de un marco legal que debería conducir a minimizar este riesgo para los ciudadanos en edades más vulnerables. En ese sentido, el presente trabajo de investigación tiene como objetivo establecer la manera de prevenir y atender en el escenario escolar presuntas situaciones de reclutamiento forzado a niños, niñas y adolescentes en el municipio de Tuluá, objetivo que se cumplió, mediante una metodología con enfoque cualitativo y de tipo descriptivo, usando técnicas como revisión documental y análisis de contenidos. Es así, que, una vez analizadas las políticas públicas en el país orientadas a prevenir el reclutamiento forzado en todas las regiones del país, y de, hacer un ejercicio de identificación de sus componentes en los Planes de Desarrollo Municipal de Tuluá en los periodos 2016-2019 y 2020-2023, se estableció que la manera de prevención y atención de esta problemática en las instituciones educativas del municipio, es la elaboración de un protocolo escolar que, al seguir los lineamientos de la Ley 1620 de 2013 permita tratar el tema de manera sinérgica entre todos los entes que tienen implicación directa e indirecta con el bienestar de Niños, Niñas y Adolescentes y que puede ser objeto de implementación gradual en el sistema educativo local.

Many of the cases of forced recruitment by illegal armed groups, both in rural and urban areas in Colombia, are generated under the impotent gaze of educational institutions, since they are devoid of the necessary tools to mitigate this risk. However, Colombia, due to the armed conflict, has a legal framework that should lead to minimizing this risk for citizens of the most vulnerable ages. In this sense, the objective of this research work is to establish the way to prevent and attend in the school setting alleged situations of forced recruitment of children and adolescents in the municipality of Tuluá, an objective that was met, through a methodology with a qualitative and descriptive, using techniques such as documentary review and content analysis. Thus, once the public policies in the country aimed at preventing forced recruitment in all regions of the country have been analyzed, and an exercise has been carried out to identify its components in the Municipal Development Plans of Tuluá in the 2016 periods. -2019 and 2020-2023, it was established that the way to prevent and care for this problem in the educational institutions of the municipality is the development of a school protocol that, by following the guidelines of Law 1620 of 2013, allows dealing with the issue of synergistic way between all the entities that have direct and indirect involvement with the well-being of Boys, Girls and Adolescents and that can be gradually implemented in the local educational system.
