dc.description.abstractEste trabajo académico analiza la eficiencia de la regulación del porte legal de armas en Colombia, evaluando si dicha normativa ha logrado su objetivo principal: reducir los homicidios cometidos con armas de fuego. A través de un enfoque jurídico, estadístico y comparativo con otros países como Estados Unidos, Suiza y Chile, la investigación concluye que, pese al endurecimiento progresivo de las restricciones desde 2016, los niveles de violencia armada en Colombia no han disminuido; por el contrario, han aumentado de forma significativa. La monografía evalúa la eficacia y proporcionalidad de la política de desarme civil, evidenciando que ha limitado el derecho a la legítima defensa sin frenar el acceso ilegal a armas por parte de grupos criminales. Finalmente, propone una revisión integral de la normativa, enfocada en el fortalecimiento institucional, el combate al tráfico ilegal de armas y el respeto por los derechos fundamentales de los ciudadanos.spa
dc.description.abstractThis academic work analyzes the effectiveness of the regulation of the legal carrying of firearms in Colombia, assessing whether such regulation has achieved its main objective: reducing homicides committed with firearms. Through a legal, statistical, and comparative approach with other countries such as the United States, Switzerland, and Chile, the research concludes that, despite the progressive tightening of restrictions since 2016, levels of armed violence in Colombia have not decreased; on the contrary, they have increased significantly. The monograph evaluates the effectiveness and proportionality of the civilian disarmament policy, showing that it has limited the right to self-defense without curbing the illegal access to weapons by criminal groups. Finally, it proposes a comprehensive review of the regulations, focused on institutional strengthening, combating the illegal arms trade, and respecting the fundamental rights of citizens.eng
