dc.description.abstract	Ante el incremento del flujo migratorio hacia el interior del país como consecuencia de la crisis humanitaria en Venezuela, es innegable que nos encontramos frente a un fenómeno social que cambia las dinámicas sociales. En razón a ello, este artículo busca interpretar las políticas públicas existentes sobre la materia, y a partir de esa interpretación, pretende analizar los sentidos que a ellas le ha otorgado el sistema judicial colombiano. El escrito se desarrolla bajo los supuestos de que el análisis jurídico es teoría y praxis que interpreta la realidad jurídica mediante la actividad judicial, y a través del cambio de sentido de las reglas existentes, a veces inducido por el legislador, a veces sugerido por la praxis internacional, a veces interpretado por el ejecutivo y la administración. Y que la creación permanente de principios orientadores que coadyuvan a la creación de política pública es un quehacer diario de la actividad judicial. Como consecuencia, el documento busca analizar los sentidos normativos de las reglas existentes en materia de prostitución ejercida por la población migrante ante el flujo migratorio venezolano, así como interpretar la actividad judicial en materia y finalmente lograr presentar un análisis de las tendencias de política pública en el país.
dc.description.abstracteng	Given the increase in the flow of migrants into the country as a result of the humanitarian crisis in Venezuela, it is undeniable that we are facing a social phenomenon that changes social dynamics. Because of this, this article seeks to interpret the existing public policies on the matter, and from this interpretation, it seeks to analyze the meanings that the Colombian judicial system has granted to them. This paper develops under the assumptions that legal analysis is theory and praxis that interprets the legal reality through judicial activity, and through the change of meaning of the existing rules, sometimes induced by the legislator, sometimes suggested by international praxis, sometimes interpreted by the executive and the administration. And that the permanent creation of guiding principles that contribute to the creation of public policy is a daily task of the judicial activity. As a result, the document seeks to analyze the normative meanings of the existing rules on prostitution exercised by the migrant population in the face of the Venezuelan migratory flow, as well as interpret the judicial activity in this area and finally manage to present an analysis of public policy trends in the country.
