Diagnóstico y lineamientos para la gestión integral de los residuos de construcción y demolición (RCD) en el municipio de Popayán, Cauca

dc.description.abstractEl crecimiento de las ciudades es un factor que va en aumento a nivel mundial, causado por las migraciones de personas hacia los centros poblados buscando mejores oportunidades de vida y a otro factor como la natalidad que también presentan índices de crecimiento constante. Esto determina que las ciudades requieran aumentar su infraestructura de manera que puedan brindar los servicios básicos a la población como la vivienda, vías, etc. Es así que el sector de la construcción ha venido teniendo un auge fuerte en la economía presentándose como un dinamizador de la misma brindando puntos en los PIB de cada país. No obstante, esto también ha ocasionado que se haya convertido en uno de los mayores contaminantes, por los residuos que se generan en los procesos constructivos. Todos estos residuos de construcción y demolición RCD, requieren de un tratamiento diferente a los residuos sólidos ordinarios debido a sus características especiales. Colombia no ha sido ajeno a esta dinámica, para el caso particular de la ciudad de Popayán su desarrollo urbano ha seguido la misma tendencia. El presente trabajo busca realizar un diagnóstico sobre la problemática de los RCD en esta ciudad y proponer lineamientos para la gestión integral de los mismos. Para llevar a cabo el estudio se realizó una revisión, recolección y análisis documental, seguido por la identificación los generadores de RCD, el diseño e implementación de una encuesta dirigida a los generadores principales para analizar la información de la fuente primaria y finalmente el diseño una guía de gestión de los RCD. Se obtuvieron datos relevantes sobre la situación actual del manejo de los RCD en el Municipio encontrando que, en los programas de la Alcaldía, hay objetivos planteados, pero pocos que se hayan llevado a cabo de forma efectiva, por la falta de recursos financieros y técnicos. Además, mostro falencias de parte de las empresas constructoras en la aplicación de la resolución 0472 de 2017 que rige la gestión de los RCD. Se concluye que en la gestión de los RCD en Popayán hay una desarticulación entre los actores que intervienen, de parte de los entes gubernamentales hay falta de voluntad política para cumplir con los objetivos propuestos en los PGIRS principalmente con la puesta en servicio del sitio de disposición final perteneciente al Municipio. Lo cual deriva en uno de los problemas más notables, la inexistencia de gestores de RCD en la ciudad, situación que rompe un eslabón en la cadena de gestión integral. Y por parte de los generadores de RCD, grandes y pequeños hay un desinterés y falta de conciencia ambiental para gestionar adecuadamente los residuos que generan en la ejecución de sus obras,. Finalmente, como un aporte de la investigación se proponen unos lineamientos para gestión integral, complementados por el diseño de una guía tipo folleto enfocada a cualquier tipo de usuario, donde se informe, se concientice y se guie en el tratamiento integral de los RCD.
dc.description.abstractenglishThe growth of cities is a fact increasing worldwide, caused by the migration of people to urban areas looking for better life opportunities and the birth rates that also shows constant growth rates. This determines that cities need to provide basic services to the population such as housing supply, public services, roads, etc. Thus, the construction industry has a key role in the economy as a multiplier of it, providing points in the GDP of each country. However, this has also caused to became one of the biggest polluters, due to the large volumes of waste generated in construction processes. All these construction and demolition waste CDW require a different treatment than ordinary solid waste due to their special characteristics. Colombia has not been oblivious to this dynamic and for the specific case of Popayán city, which has followed the same trend in its development, this paper seeks to make a diagnosis of the issues of CDW in the city and to propose guidelines for the comprehensive management of them. This study and the formulation of the guidelines of the CDW management plan, had the participation of the Town hall administration, environmental authorities, and all of those who make part of the comprehensive CD Waste management cycle. To conduct the study, a documentary review, collection, and analysis was made, followed by the identification of CDW generators in the city of Popayán, then the design and implementation of a survey for the main actors to analyze the information from the primary source. and finally, the design of a guide for handling and management of CDW. Important data was obtained on the current situation of CDW management in town, finding that in the programs of the Mayor's Office, there are many objectives set, but only a few that have been conducted in a relevant way, due to the lack of financial resources and technicians. In addition, it showed great shortcomings of the construction companies in the application of the laws that governs the management of the CDW in our country, resolution 0472 of 2017. In conclusion that for the management of the RCD in the city of Popayán there is no articulation among the different actors, on the side of the government entities there is a lack of political will to meet the objectives of the plans proposed, with the implementation and commissioning of the final disposal site belonging to the Municipality. Which leads to one of the most notable problems, the lack of CD Waste managers in Popayán, a situation that breaks the chain of the comprehensive management. And finally, by the side of CDW generators, there is no interest and lack of environmental awareness to effectively manage the waste they generate in the construction activities without any commitment to environmental conservation and sustainability. Finally, as a contribution to the research, some guidelines are proposed for the comprehensive management of CDW, complemented by the design of a brochure-type guide focused on any type of user, where assertive information, awareness and guidance are provided in the proper treatment of the CDW
