Abstract
El bajo desempeño de los proyectos en ejecución financiados con recursos del SGR en la Región Pacifico siempre ha sido un foco preocupante a lo largo de la trayectoria del sistema. Según un reporte del periódico el tiempo del 04 de mayo de 2018, manifiesta que la mayor problemática es la corrupción, lo cual genera riesgo en la realización de los proyectos (Revista el Tiempo, 2018). Así, en cinco años se perdieron 840.000 millones de pesos de regalías, el 40 por ciento por ‘elefantes blancos’, obras inconclusas o inservibles (Revista el Tiempo, 2018). Por tal motivo, el presente trabajo de grado pretende darle respuesta a la siguiente pregunta de investigación ¿Qué buenas prácticas durante la ejecución de proyectos financiados con recursos del SGR podrían generalizarse para la mejora de los indicadores de eficiencia en los cuatro Departamentos de la Región Pacífico?, por lo que, abordar este problema tendrá beneficios prácticos para la Región Pacifico y contribuirá a la buena ejecución de los proyectos futuros. El alcance del estudio se limita en el análisis de una base de datos que se obtendrá con la realización de este trabajo de grado, el cual, alcanzará la información de todos los proyectos que están siendo financiados por el SGR, en los cuatro Departamentos de la Región Pacifico (Cauca, Nariño, Valle del Cauca y Chocó), con el fin de obtener las buenas prácticas y lecciones aprendidas por Departamento. Así las cosas, para obtener las buenas prácticas se analizarán los proyectos que han sido bien ejecutados, que para efectos de este estudio se llamarán proyectos “emblemáticos”, los cuales se seleccionarán mediante una rubrica la cual contiene como criterios lo siguiente:
1. Deben ser proyectos terminados o en ejecución cuyo avance físico sea mayor al 80%
2. Debe tener garantizado la sostenibilidad y funcionalidad del proyecto
3. Se revisarán los indicadores del desempeño, para lo cual, se observará el SPI y CPI que estén en el rango de 1.10 a 0.85 y el SV(t) que sea menor o igual a 0.20.
4. Se identificará la buena planeación del proyecto, revisando si presenta ajuste en recursos y si su programación se encuentra con los mismos periodos de tiempo con el que fue presentado y aprobado el proyecto.
Ahora bien, para obtener las lecciones aprendidas se tendrán en consideración aquellos proyectos de cada Departamento de la Región Pacifico, que se encuentren inconclusos, en estado crítico, en peligro inminente y/o con afectación en el desempeño, con el fin de obtener información relevante sobre las situaciones que se presentaron en estos proyectos y adoptarlas como lecciones aprendidas a la hora de formular y ejecutar un proyecto con recursos del Sistema General de Regalías.

The low performance of the projects in execution financed with SGR resources in the Pacific Region has always been a worrying focus throughout the tajectory of the system. For this reason, this degree Project aims to answer the following research question: ¿What good practices during the execution of projects financed with SGR resources could be generalized to improve efficiency indicators in the four Departments of the Pacific Region? Therefore, addressing this problem Will have practical benefits for the Pacific Region and Will contribute to the good execution of future project. The scope of the study is limited to the análisis of a database that will be obtained with the completion of this degree work, which will reach the information of all the projects that are being financed by the SGR, in the four Departments of the Pacific Region (Cauca, Nariño, Valle del Cauca and Chocó), in order to obtain good practices and lessons learned by Department. Thus, to obtain good practices, the projects that have been well executed will be analyzed, which for the purposes of this study will be called “emblematic” projects, which will be selected by means of a rubric which contains the following criteria:
1. They must be completed or ongoing projects whose physical progress is grater than 80%
2. The sustainability and functionality of the Project must be guaranteed.
3. The performance indicators will be reviewed, for which the SPI and CPI that are in the range of 1.10 to 0.85 and the SV(t) that is less than or equal to 0.20 will be observed.
4. The good planning of the project will be identified, checking if it presents an adjustment in resources and if its programming meets the same time periods with which the Project was presented and approved.
However, in order to obtain the lessons learned, those projects of each Department of the Pacific Region that are unfinished, in critical condition, in imminent danger and/or with performance impairment will be taken into account, in order to obtain relevant information. About the situations that arose in these projects and adopt them as lessons learned when formulating and excuting a Project with resources from the General Royalty System.
