dc.description.abstractEl presente trabajo de investigación tuvo como objetivo establecer la función del Diálogo Social realizado en Cali, entre la Alcaldía distrital de esta ciudad y los integrantes del Punto de Resistencia Nuevo Latir, durante el paro nacional entre abril y mayo de 2021. Haciendo uso de un enfoque cualitativo, con un corte descriptivo se aplicaron técnicas como las entrevistas semi estructuradas y el análisis documental. A la pregunta ¿Cómo el Diálogo Social implementado entre estos actores fue utilizado como un dispositivo de participación novedoso para desescalar las dinámicas violentas que se presentaron en el marco de la Protesta Social? Sostenemos como argumento central, que el Diálogo Social en contextos de Protesta Social, es una herramienta que desescala la violencia. Además, contribuye al reconocimiento y relacionamiento de sus actores primarios como pares e iguales. Así mismo, facilitó la participación de manera colectiva de la comunidad de este sector. Sus principales características son: los liderazgos representativos de grupos sociales específicos no requieren de mediadores o facilitadores, la agenda se construye en conjunto con intereses de todos los actores, y las decisiones son tomadas de forma colectiva.
dc.description.abstractengThe objective of this research work was to determine the impact of social dialogue carried out in the city of Cali, between the District Mayor's Office and the members of the Nuevo Latir Resistance Point, during the national strike between April and May 2021. This research used a qualitative approach, with a descriptive design, and implements semi-structured interviews and documentary analysis as methods of research. In response to the question “How was the social dialogue implemented between these actors used as a novel participatory device to de-escalate the violent dynamics that occurred within the framework of social protest?”, we maintain as our central argument that social dialogue in contexts of social protest is a tool that de-escalates violence. In addition, our research concludes that social dialogue contributes to the recognition and relationship of primary actors in social protest contexts as peers and equals and, in the specific case of the Cali protests, it facilitated the collective participation of the community in this sector of Nuevo Latir. The main characteristics of social dialogue are the representative leadership of specific social groups, that mediators and/or facilitators are not required, an agenda which is built together with the interests of all actors, and that decisions are made collectively.
